2025 is already off to an exciting start, and it’s looking like this year is going to be packed with action!
On February 28, the Acupuncture for Our Seniors bill was reintroduced as HR 1667 and we are excited to continue the pursuit of Medicare recognition with our honorable co-sponsors Rep. Judy Chu (D-CA) and Rep. Brian Fitzpatrick (R-PA). For more details, please see the Federal Advocacy Committee section.
To better understand how we plan to approach the 119th Congress and new administration, on January 22 the ASA/NCCAOM Medicare Task Force unveiled our current strategy. If you missed it, no worries! You can catch up by checking out the recording, powerpoint presentation, Q&A from the presentation as well as TEN Facts about Medicare. It’s all there waiting for you!
Now, mark your calendars for April 26-27 because the ASA is gearing up for our 5th Annual Conference in Arlington, VA, and this year’s event is extra special—we’re celebrating the ASA’s 10th anniversary with a fantastic party! The ASA and the NCCAOM Endorse the Acupuncture for Our Seniors Act of 2025
The Acupuncture for our Seniors Act would increase Medicare beneficiaries’ access to acupuncturists, provide more non-pharmacological options for pain relief, and enable growth of the acupuncture profession.
Washington, D.C., February 28, 2025 – The American Society of Acupuncturists (ASA) and the National Certification Commission for Acupuncture and Oriental Medicine (NCCAOM) applaud U.S. Representatives Judy Chu (D-CA) and Brian Fitzpatrick (R-PA) for reintroducing theAcupuncture for Our Seniors Act in the 119th Congress. This bill would authorize the U.S. Centers for Medicare and Medicaid Services (CMS) to recognize qualified acupuncturists as Medicare providers so they can provide covered acupuncture services to Seniors.
While acupuncture becomes increasingly integrated into U.S. healthcare models, current policy prevents many Americans from receiving care from the most appropriate providers. Medicare’s current coverage of acupuncture for chronic lower back pain highlights these barriers as most Seniors cannot access acupuncturists because they do not have Medicare-provider status. Acupuncturists are licensed to practice independently and treat all patients for an array for acupuncture services. However, current policy prevents acupuncturists from treating Seniors for chronic lower back pain because of their lack of Medicare-provider status.
The Acupuncture for our Seniors Act would remove the barrier currently in place so Seniors can access acupuncturists and align Medicare coverage policy more with state licensure policy. “There is no time more critical than now to remove barriers to acupuncturists so they can provide covered acupuncture services to Medicare beneficiaries,” said Mina Larson, M.S., MBA, CAE, NCCAOM CEO. Current barriers push Seniors toward invasive surgeries and opioid reliance, to the detriment of their long-term health. Increasing access to acupuncturists will help improve healthcare outcomes and reduce healthcare spending for chronic conditions. The NCCAOM applauds the work that Representatives Judy Chu and Brian Fitzpatrick are doing in Congress to move the Acupuncture for our Seniors Act forward so Seniors have access to the most appropriate providers.
Research demonstrates that acupuncture is effective in providing high quality, personalized care that helps individuals manage pain—without opioids and invasive procedures—and embrace preventive and wellness care options. Acupuncturists’ training, expertise, and scope of practice enable them to practice independently. The resulting access barrier prevents the most appropriate provider of acupuncture services—acupuncturists—from providing care to those who need it most. These barriers hurt Senior Citizens and exacerbate healthcare inefficiencies.
“The number of Medicare beneficiaries is projected to grow from 63 to 80 million over the next seven years. At the same time, this population currently has limited access to the practitioners with the most specific and advanced training who can provide non-pharmacological acupuncture treatments,” said Olivia Hsu Friedman, DACM, L.Ac., ASA Chair. “This bill is crucial in removing that barrier, ensuring broader direct access to acupuncturists, and expanding options for safe, effective pain management. The ASA commends Representative Judy Chu, Representative Brian Fitzpatrick, and all those involved for their leadership in addressing the opioid crisis while reducing healthcare costs and improving long-term health outcomes.”
The ASA and the NCCAOM wish to thank Reps. Chu and Fitzpatrick for their ongoing leadership on this issue in Congress and look forward to moving this bill forward in the 119th Congress.

Governance Committee – Chair, David Bock
Governance is working on a webinar for the ASA Annual Meeting. This Webinar is meant to demystify the legal workings of our State associations. The strength of the ASA relies on the strength of the State association members. Those associations are run by volunteers and need to serve their members. It is important that those who are running a state association as well as those practitioners that they serve understand how to keep their association strong and vital – not just now, but well into the future. Do not miss this important webinar.
Herbal Medicine Committee- Chair, Linda Robinson-Hidas
The Herbal Medicine Committee continues to work on writing a one page document outline best practices. These guidelines will inform individual practitioners in private practice.
We meet monthly and invite new members
Insurance Committee – Chair, Mori West
We are drafting a letter to Aetna expressing interest in being part of their acupuncture review. We will also be scheduling a presentation for the AMA CPT HCPAC committee once our new alternate is recognized by their board.
We created a form for providers to use for the new UHC policy for billing patients for procedures not covered. We are also in the process of compiling and combining research documents from various carriers to use in helping to expand diagnosis coverages.
Medicaid Committee – Chair, Denise Tyson
The Medicaid Committee continues to advance the expansion of acupuncture coverage for Medicaid recipients. In some states, that means working to get Medicaid coverage. In others we are working to support state association members to expand who is covered and to expand the diagnoses covered.

The research committee is busy finishing up our paper about DEI in the profession, using information and examples from ASA activities (and other research). We are working on a module for members to watch before our Spring conference that outlines some new exciting research papers, and ideas for research work we can do together. Completion of the module is awarded (wth LiMing’s help) with CEUs.
Social Media Committee – Chair, Louis Jin

As of March we’ve officially launched 10 states’ websites, with Florida and Illinois being the newest additions within the last month. We will soon be launching Washington and Connecticut, and are beginning to work with more states to transition onto the new platform as we roll into spring.

Jason Robertson who honed his knowledge studying Chinese medicine in the US, China and Taiwan and was apprenticed to Prof Wang Ju Yi with whom he co-authored Applied Channel Theory. California AACMA
California Acupuncture Coalition (CAC) – A Major Step Forward!
The California Acupuncture Coalition (CAC), composed of three leading associations—AACMA, CSOMA, and AKAMAC—continues to advance the acupuncture profession in California. Chaired by AACMA for 2025, CAC has hired a lobbyist to advocate for the field, with a current focus on addressing the pressing issue of dry needling.
Key Initiatives:
- Sending bi-weekly educational emails to lawmakers and their staff in Sacramento.
- Organizing an Advocacy Day at the California State Capitol on April 22, 2025.

Connecticut
In the State’s current legislative session, our focus is on increasing Medicaid payment rates. Following a successful meeting with chairs of the legislative committee that oversees the Medicaid program (Human Services), we have testified to the committee that holds the budget purse strings (Appropriations). We and several other professions are emphasizing the importance of bringing quite outdated provider payment rates up to sustaining levels, adequate for meaningful access to important services.
In our case, a recent consultant study of comparative state Medicaid payment rates for acupuncture codes shows us below the levels of neighboring and other benchmark states, which we’ve highlighted. In our testimony we’re also emphasizing the value of acupuncturist services in reducing the use of opioids, and highlighting that acupuncture is also effective and cost effective care for various chronic conditions and mental health.
While there are varying opinions and appeals among other professions in this effort, we’re endorsing the proposal by legislative leaders to phase in an increase that brings Connecticut’s Medicaid rates to 80% of Medicare rates.
Iowa
The Iowa Association of Oriental Medicine and Acupuncture met February 2nd in Iowa City. We reacquainted ourselves, shared professional experiences, and discussed ways to increase membership. IAOMA hopes to have another in-person meeting later this year.
Maine
Maine Acupuncture Society greeted the New Year wishing Good Health to all who visited our display table at the Chinese American Friendship of Maine Lunar New Year event in February. Board members, John Alsobrooks, Naomi Skoglund, and John Charlebois, took pulses, offered Tui Na, and directed visitors to their local acupuncturists, while Jessica Peck-Lindsey gave a presentation and demonstration on Acupuncture. The Lunar New Year celebration of 2025 has MAS anticipating an exciting Spring with several upcoming events!
We will attend our annual Hall of Flags Event in March where we meet with legislators at the State House. We are offering an in-person CPR & First Aid Training also in March to help our members fulfill their NCCAOM requirements, and we have our state Annual Meeting and CEU event in April. Cristi DeMarco, Treasurer and Primary ASA Delegate will attend the ASA Conference and President Jessica Peck-Lindsey is both attending AND presenting on Trauma-Informed Acupuncture Care. We hope to see you all there!
Massachusetts
The Acupuncture Society of MA continues to expand its continuing education opportunities to its members. The ASM is proud to be running two bills this Legislative Session: 1. To have all commercial insurances cover acupuncture tor the treatment of pain, PTSD, nausea and opiate addiction and 2. To set clear defined regulations and standards for allied health care providers who are neither licensed acupuncturists nor medical physicians.

Minnesota
The Minnesota Acupuncture Association kicked off the year with a membership phone blitz reaching out to former members and other acupuncturists around the state over the course of a few weekends. We are now preparing for our annual Day at the Capitol on March 20 to meet with our state legislators as we work to get our long overdue scope of practice update bill passed. By the time this newsletter comes out, it will be just a couple of weeks away, but anyone interested in joining us can still sign up on our website. Looking ahead, we are planning a couple of continuing education events for the fall that we are very excited about.
New York
ASNY members traveled to Albany on February 11th and met with 11 legislators to promote our profession. We were well received, and guided by our lobbying group at Schenker, Russo and Clark. We also touched base with our individual representatives to advocate for bills that promote access to acupuncture.

Community Outreach: Supporting Hurricane Helene Recovery Efforts
In response to the devastation caused by Hurricane Helene, the Tennessee Acupuncture Council has been actively involved in providing support to affected communities. The board and our acupuncturist have actively taken a role to help these areas, offering vital community acupuncture services to those impacted by the disaster. This initiative is part of our ongoing collaboration with organizations like Acupuncturists Without Borders and the United Professional Volunteers – Tennessee Division (giving about 523 hours in volunteer time!) to bring relief and promote healing in the hardest-hit areas.

TAAOM is conducting a state-wide membership poll where its advocacy committee is taking a pulse on what the members want in-terms of language clarification on terms such as “Trigger Point Acupuncture / Advanced Dry Needling” and other modality inclusion into the existing scope per Texas state law, poll will end on 3/19/25.
Virginia
The Acupuncture Society of Virginia is excited to share that HB1168 has successfully advanced to the Health Insurance Reform Commission (HIRC) in Virginia. This is a significant step forward in advocating for expanded insurance coverage and access to acupuncture services. The HIRC plays a crucial role in evaluating and recommending legislative changes related to health insurance policies in the state, making it an essential body for advancing healthcare initiatives like HB1168. To support this effort, board members of the Acupuncture Society of Virginia provided acupuncture treatments to 44 staff members and representatives of the General Assembly on Monday, February 17th. The event had a fantastic turnout, giving legislators and their teams a firsthand experience of acupuncture’s benefits while fostering productive discussions about the bill’s impact. Looking ahead, the board is already strategizing for the 2026 legislative session, with a strong focus on achieving pay parity and making acupuncture more accessible to all Virginians. By continuing to push for meaningful policy changes, we aim to expand access to care while strengthening the profession for practitioners across the state.

Continuing our tradition, WISCA will host a spring seminar for students, focusing on acupuncture specialties. Additionally, members are gradually transitioning to our new website, and with the change in our payment platform, the board is working to ensure a smooth transition for all.
